Ghacem Ltd is seeking a dedicated and experienced Head of Health, Safety & Environment (HSE) to lead our HSE initiatives, safeguard the health and safety of employees, contractors, and visitors, and ensure environmental protection. This strategic role requires driving compliance with international standards while promoting a culture of safety and sustainability.
Key Responsibilities
HSE Management & Compliance
- Assist departmental managers in establishing HSE objectives and targets, developing management programs for implementation.
- Maintain an auditable Environmental, Occupational Health & Safety (OH&S), and Quality Management System in line with ISO 14001:2015, ISO 45001:2018, and ISO 9001:2015 standards.
- Monitor and measure HSE quality parameters; update risk registers and operational control procedures to minimize risks, environmental impacts, and quality issues.
- Prepare monthly Group H&S KPI reports and other management HSE reports.
- Ensure permits, environmental reports, and management plans are submitted to regulators like EPA on time.
- Conduct daily inspections, incident investigations, and enforce safety rules, systems, and standards.
- Supervise proper maintenance, handling, and documentation of emergency and monitoring equipment.
Logistics & Road Safety
- Implement the Group Driving Safety Standard, establish road traffic safety goals, and conduct gap analyses to close safety gaps.
- Monitor driver behavior using GPS and camera systems and enforce appropriate sanctions for non-compliance.
- Conduct internal audits, maintain traffic safety documentation, and manage logistics safety budgets.
Training & Development
- Develop, update, and deliver training modules on workplace safety, emergency response, and hazard mitigation.
- Ensure employee competency through targeted training and evaluate program effectiveness.
- Maintain accurate training records and provide guidance on safety-related issues.
- Collaborate with management to develop policies, procedures, and programs that promote HSE excellence.
Additional Duties
- Execute any other HSE-related responsibilities as assigned by the HSE WAR Director.
- Maintain flexibility to perform other duties within the scope of skills and experience.
Candidate Profile
Education & Certifications:
- BSc in Chemical Engineering, Environmental Science, or related field.
- Certificate in H&SQ Management and Environmental Management.
- Lead Auditor Certification in ISO 14001 EMS & ISO 45001.
- NEBOSH IGC or equivalent.
Experience & Skills:
- Minimum 3 years relevant experience, including at least 1 year in a similar HSE leadership role.
- Industrial experience, preferably in cement or manufacturing sectors, is an advantage.
- Strong knowledge of occupational health, safety laws, and environmental regulations.
- Proven ability to develop and manage training programs.
- Excellent communication, presentation, and leadership skills.
- Fluency in English; French is a plus.
- Proficiency in Integrated Management Systems (QHSE) and computer literacy.
- Willingness and ability to travel internationally.
Key Relationships:
- Internal: Management, department heads, employees.
- External: Transporters, drivers, EPA, traffic management consultants, and other regulatory bodies.
